Abstract

The Clean Energy Transitions Programme 2022 (CETP) provides an overview of the programme's major achievements in the last year. During this time, the CETP has driven forward an ambitious and impactful agenda, even as the world has contended with multiple overlapping crises. As just some examples, the CETP delivered the Energy Sector Roadmap to Net Zero Emissions in Indonesia, which ministers strongly welcomed at the G20, and has played a key role in shaping Indonesia's landmark Just Energy Transition Partnership (JETP). Similarly, the IEA has been able to take its engagement to a whole new level with various African countries, such as with its first-ever report on the Clean Energy Transitions in the Greater Horn of Africa, and provided policy advice that was directly accepted into China's latest five-year plan. More broadly, it has also supported strategically important work on critical minerals, energy employment and clean energy investment. Overall, the CETP's combination of data, insight, advice and capacity building is making a strong positive contribution to advancing clean energy transitions around the world - with a focus on emerging and developing economies.In the five years since its launch, the CETP has become the largest and most important programme at theInternational Energy Agency (IEA). It has been the main vehicle through which theIEA has established, deepened and strengthened partnerships with major nonmember countries - those countries that are at the forefront of the clean energytransition. The programme has also played a crucial role in enabling the IEA tostrengthen its global leadership role in clean energy transitions at a pace and scalethat would otherwise not have been possible, with great benefit to theprogramme's focus countries and IEA member countries alike.

Abstract

Les choix des ménages - quoi manger, par quel moyen se rendre au travail, comment se chauffer, etc. - sont lourds de conséquences pour l'environnement. Alors qu'il est plus que jamais nécessaire d'agir en faveur de l'environnement et d'évoluer vers des modes de consommation plus soutenables, rendre ces choix plus durables promet de réduire notablement les incidences environnementales. Or, dans un contexte marqué par une accumulation de crises interdépendantes, les gouvernements peinent à accompagner les ménages afin de concrétiser ce potentiel. Le présent ouvrage passe en revue les résultats de l'enquête 2022 de l'OCDE sur la politique de l'environnement et l'évolution des comportements individuels. Cette enquête porte sur les attitudes et les comportements des ménages concernant l'énergie, les transports, les déchets et les systèmes alimentaires. Elle a été réalisée auprès de plus de 17 000 ménages dans 9 pays : Belgique, Canada, États-Unis, France, Israël, Pays-Bas, Royaume-Uni, Suède et Suisse. L'enquête a aussi servi à recueillir des informations sur les raisons pour lesquelles les personnes interrogées changent de comportement et sur les obstacles qu'elles doivent surmonter, et offre de ce fait une source unique de données empiriques pour éclairer l'action des pouvoirs publics en faveur de modes de consommation plus durables.

Abstract

Chemical accidents with serious consequences continue to happen in OECD Member countries and worldwide. Over the past decades, successive major accidents have caused deaths, injuries, significant environmental pollution and massive economic losses - from the hydrogen fluoride leak in Gumi (Korea) in 2012, the ammonium nitrate explosion in West, Texas (United States) in 2013 or, recently, the blow-up of a chemical facility in Tarragona (Spain) and the explosion at the port of Beirut (Lebanon) in 2020, and the blast in Leverkusen (Germany) in 2021. This third edition of the OECD Guiding Principles for Chemical Accident Prevention, Preparedness and Response provides guidance for the safe planning and operation of hazardous installations. It aims to support public authorities and industry in taking appropriate actions to prevent chemical accidents and to mitigate impacts of accidents that do nevertheless occur. These guiding principles apply to fixed installations at which hazardous substances are produced, processed, handled, stored, used or disposed of, in such a form and quantity that there might be a risk of occurrence of a chemical accident. These guiding principles constitute the technical guidance supporting the implementation of the Decision-Recommendation of the Council concerning Chemical Accident Prevention, Preparedness and Response adopted in 2023.

Abstract

IUCLID can be customised and configured to manage chemical data in different contexts and is a platform employing globally harmonised data elements pertinent to chemicals. It is continuously updated to provide greater customisation, extension and integration with other tools. This third edition provides the latest updates on IUCLID features and processes, including the use of PostgreSQL, an updated matrix view of the use of IUCLID in OECD countries, the new release schedule, and information on new tools to support the use of IUCLID (Data Uploader) and the IUCLID Customisation Forum.

Abstract

Cambodia's coastlines make up a vital component of Cambodia's national economy, contributing to the country's growth, employment, and food security. In addition, Cambodia's coastal areas provide critical ecosystem services (ES) that provide natural protection to coastal communities against adverse impacts of climate change. The Royal Government of Cambodia (RGC) is increasingly recognizing this importance and taking steps to harness the potential of the Blue Economy to ensure the sustainable use of marine and coastal resources for economic growth, improved livelihoods, andjobs, while preserving the health of the ocean ecosystem. This report is intended to provide an analysis of, and subsequent recommendations for, Cambodia's sustainable Blue Economy development. Here we focus on three fundamental areas related to marine policy, Marine Spatial Planning (MSP) and coastal livelihoods including blue growth sectors. We consolidate existing knowledge and data related to Cambodia's marine and coastal resources and provide recommendations to support the development of a sustainable Blue Economy for Cambodia which can serve as an input for the RGC in the development of its own national blue economy plan or strategy.

Abstract

As Colombia navigates a complex path toward a richer and more equitable future, the country faces three critical climate transitions. First, it will need to transit from a climate-vulnerable to a more climate-resilient economy. Second, guided by its Long-Term Climate Strategy (LTS) and strong legal framework, which place it among the climate-goal leaders of the Latin America region, the country will need to navigate a transition to a net zero greenhouse gas (GHG) emissions economy in the context of its stated goal for 2050. Third, in a world that will demand increasingly less of Colombia's primary exports-oil and coal-and more green products, it will need to engineer a transition in its economic model. This Country Climate and Development Report (CCDR) explores the opportunities for, and challenges to, achieving Colombia's development goals and its ambitious climate commitments, as well as the complementarities between the two. It explores how climate change and climate action would affect the country's growth and development and, in turn, how growth and development challenges would affect the achievement of its climate ambitions. The CCDR also investigates complementarities-specifically, how climate action could help Colombia achieve its development objectives, capture opportunities, support a just and inclusive transition, and protect its economy against longer-term risks from climate change and from the world's transition toward net zero GHG emissions.

Abstract

This toolkit contains a set of tools covering the major climate entry points (identification of risks, incorporation of climate considerations in the project selection, and appraisal of climate effects in the project's economics). Its inputs are preliminary project data as well as readily available climate-related resources and tools produced by the World Bank Group and other international organizations. The outcome should be a project-specific collection of considerations that will need to be further evaluated and quantified in the subsequent phases of project implementation, as well as an improved understanding of the potential needs for advisory services. The toolkit is divided into five modules: module 1 explains the ramifications of the Paris Agreement, national adaptation plans, and other international treaties and national policies for the planning of new water production and treatment infrastructure, and helps users understand what is necessary to ensure a project's alignment with such frameworks. Module 2 presents a methodology for appraising greenhouse gas (GHG) emissions associated with bulk water infrastructure and identifying mitigation solutions. This is done by identifying the various linkages between the water and energy sectors and understanding the potential for energy savings through appropriate interventions. Module 3 proposes a framework for assessing climate risk and managing climate uncertainty in the planning decisions of water projects. This includes understanding the impacts of climate threats on the availability of water resources and the operations of water systems and setting up adaptation strategies that can perform better given a highly uncertain future. Module 4 guides preliminary economic appraisals of water projects and helps planners recognize how climate considerations may impact the project's cost-benefit analysis (CBA) and its value for money (VfM) as a PPP. Module 5 proposes a set of output requirements in the form of key performance indicators (KPIs) that can be embedded in the PPP contracts to ensure compliance with the climate objectives and accountability of performance.

Abstract

The toolkit contains three modules covering the major climate entry points (i.e., alignment with climate policies; incorporation of climate considerations in the project selection; and appraisal of climate effects in the project's economics and financing), followed by a fourth module that provides climate-related key performance indicators (KPIs) applicable to road projects. Every module is divided into steps, outlining the logical order of the process, that are implemented using specific tools. The tools contained in this toolkit have different formats, depending on the task they serve, and many are accompanied by reference libraries. The toolkit also provides ready-to-use reporting templates to assist in the implementation of the process and the documentation of results. Module 1 presents a two-step process, with tools to assist users with mapping climate policies, and screening projects' alignments with such policies, to identify areas where corrective actions may be needed. Module 2 contains five steps designed to assist users in assessing climate risks, defining strategies to reduce them, estimating the carbon footprints of projects at a preliminary stage, and designing strategies for climate mitigation actions. Module 3, which provides a two-step approach (comprising three tools) to guide users on how to prioritize climate strategies and check their economic soundness. Module 4 presents a set of key performance indicators (KPIs) for all the above processes that are specific to road projects and are meant to serve as entry points for the relevant activities.

Each edition of this annual report presents an overview of the Republic of Congo's (ROC) evolving macroeconomic position, followed by a detailed exploration of a specific topic. The first chapter of this year's update presents recent economic developments and macroeconomic outlook and risks. It also includes policy actions that could help strengthen fiscal and debt sustainability, contain food inflation, and sustain economic recovery. The second chapter discusses fossil fuel subsidies, which represent a significant fiscal burden in the Republic of Congo.
